The New York State Citizen Preparedness

The New York State Citizen Preparedness Corps Training Program invites you to participate in a training event.

With severe weather events becoming more frequent and more extreme, it is more important than ever that New Yorkers be prepared for disasters. The New York Citizen Preparedness Training Program teaches residents to have the tools and resources to prepare for any type of disaster, respond accordingly and recover as quickly as possible to pre-disaster conditions.

The training course will provide an introduction to responding to a natural or man-made disaster. Participants will be advised on how to properly prepare for any disaster, including developing a family emergency plan and stocking up on emergency supplies.

Msgt. Jennifer Caoili and Cpt. Kyle Kilner
MSgt Caoili is a medical personal specialist in the New York Air National Guard with over 20 years of service. She has responded to multiple national disasters and spent two years on the COVID-19 support operation. In 2023, she also assisted the Town of Highlands in recovery and volunteer efforts after a record breaking flash flood devastated the town on July 9th. She is entering her 4th year as an emergency preparedness instructor.

CPT Kilner is a Field Artillery officer in the New York Army National Guard with 7 years of service. He spent over two years on Operation COVID-19 assisting NY authorities in the NYC Metro area, has been an emergency preparedness instructor for 2.5 years, and is also a volunteer Firefighter in the Town of Highlands.
